York County, Pennsylvania Townships

Spanning York County is comprised of Townships and Boroughs – a fact that can be a little confusing to new and potential residents. Although you will not notice a difference driving from one to the other, the designation does have an impact on its residents. According to the York County Planning Commission, there are two different types of Townships – first class and second class. First class Townships are governed by a Board of Commissioners who serve four year terms. Second class Townships are served by a six-year term Board of Supervisors. Boroughs have a four-year Council. Boroughs also elect a Mayor who runs for a four-year term. The Mayor does not have governing power of the Borough and cannot change staff or programs. The biggest thing to remember is that all Townships and Boroughs determine their own property tax rate. Townships and Boroughs also control their own police force and public land use.
